The government is moving forward with plans to build a submarine cable interconnection between Camiguin and mainland Mindanao, aiming to reduce electricity costs and enhance power reliability for the island province.
Department of Energy (DOE) Assistant Secretary Mylene Capongcol said the feasibility study for the proposed Esperanza-Liong Submarine Cable is being funded by Spain’s Fondo para la Internacionalización de la Empresa (FIEM) under its Studies Grant Facility.
“This initiative is more than just an engineering undertaking,” Capongcol said. “It’s a strategic investment in our energy future.”
The project seeks to replace the island’s aging 13.2-kilovolt line with a more robust 69-kilovolt submarine cable. The upgrade is expected to address persistent voltage instability, reduce technical losses, and ultimately lower power rates for consumers in Camiguin.
The feasibility study is scheduled for completion by September 2026, roughly 16 months after its formal launch.
Capongcol noted that the interconnection will also support the integration of the proposed 100-megawatt Owakan wind power project into the Mindanao Grid, bolstering clean energy supply in the region.
The National Electrification Administration (NEA) signed a contract with Spanish consultancy firm Osprel SL to conduct the feasibility study, which will cover electrical system design, bathymetric surveys, meteorological conditions, and environmental assessments.
Capongcol emphasized the long-term benefits of the project, especially for isolated communities.
“Strengthening inter-island connectivity ensures that no Filipino community is left behind in our just and inclusive energy transition,” she said.
She also recognized Spain’s role as a steadfast development partner.
