Think tank urges DoTr to pursue competitive bidding for NAIA rehabilitation

A local think tank is urging the Department of Transportation (DoTr) to proceed with competitive bidding for the rehabilitation of the Ninoy Aquino International Airport (NAIA), emphasizing the importance of transparency and cost-effectiveness.

Terry Ridon, Infrawatch PH convenor and former House transportation committee member, asserts that competitive bidding is essential to protect the public interest and ensure a fair and efficient process for the NAIA rehabilitation project.

By inviting multiple bids from qualified companies, the DoTr can promote healthy competition, allowing for the selection of the most suitable and capable bidder.

According to the think tank, embracing competitive bidding will lead to greater transparency and accountability, as it ensures that proposals are thoroughly evaluated and compared.

This approach not only enhances the chances of selecting the most cost-effective solution but also encourages innovation and quality in the execution of the project.

“Competitive bidding ensures the best price for both the government and public, as future terminal fees will be dependent on the actual project cost after a winning bidder is selected. Terminal fees will be dependent on necessary rehabilitation costs that were deemed important by the government at the time of project bidding,” Ridon said.

“This is unlike an unsolicited proposal in which terminal fees are ultimately dependent on the approved project cost of a project proponent. In the case of NAIA rehabilitation, a solicited bid should ensure cheaper terminal fees by at least thirty percent if DoTr’s P141 billion cost pronouncement holds,” he added.
