Ultra bilyonaryo Ricky Razon has hired the former general manager and managing director of Shell Philippines Exploration B. V. (SPEX) to lead his takeover of the Malampaya project from Duterte crony Dennis Uy.
Razon’s Prime Infrastructure Capital has appointed Sebastian C. Quiniones, Jr. has been named as general manager of Prime Exploration starting August 17, 2022.

With his deep industry expertise and unparalleled experience, I am confident that Mr. Quiniones will help ensure that a critical power asset is steered to further development and progress,” said Prime Infra President and CEO Guillaume Lucci.
Quiniones’ appointment is part of Prime Infra’s efforts to bolster its talent pool in the upstream industry as it awaits the go-signal from PNOC Exploration Corporation (PNOC EC) and the Department of Energy for its purchase of Uy’s MEXP Holding Pte. Ltd. (MEXP) which bought Shell Petroleum’s 45-percent stake in the Malampaya project. Razon is also buying another 45 percent stake in Malampaya originally owned by Chevron.
Quiniones is one of the first Filipino talents in SPEX to have been put at the helm of a world-class, vital installation.
Quiniones has been with Shell for the past 41 years.
As SPEX managing director and asset manager from 2009 to 2016, he oversaw the $1 billion upgrade of the Malampaya asset which included the development of two new production wells, a depletion compression platform, and upgrades in the water platform and gas plant.
The former vice chairman of the Management Association of the Philippines will remain active in several non-governmental organizations (NGOs), including the Pilipinas Shell Foundation (PSFI) where he is executive director.
He is also chairman of the League of Corporate Foundations, Mindoro Biodiversity Conservation Foundation,andShellClub15Plus, and a founding member of STEM Alliance Philippines.
