Marcos crony Lucio Tan’s boys reunite: Bongbong names ex-PAL execs to key DoTr agencies

President Bongbong Marcos has appointed three former Philippine Airlines (PAL) executives to key agency posts under the Department of Transportation which is headed by Secretary Jimmy Bautista, a former protégé of ultra bilyonaryo Lucio Tan.

In an appointment letter signed by Executive Secretary Victor D. Rodriguez, Marcos named Cesar Chiong as acting General Manager of the Manila International Airport Authority (MIAA); and Edgardo Diaz as Deputy Director General and Manuel Antonio Tamayo as Deputy Director General for Administration and Finance of the Civil Aviation Authority of the Philippines (CAAP).

Chiong used to head the airline operations of Airphil Express, the budget airline of Tan which has been rebranded to PAL Express.

Diaz was also vice president of PAL Express.

Tamayo, who was DoTr undersecretary from 2017 to 2021, joined PAL in 1989 where he rose to vice president for flight operations and director of operations in 2013 until 2016.

They will join their former boss, Bautista, who served as PAL president from 2004 to 2019 (except for 2013 when PAL was controlled by ultra bilyonaryo Ramon S. Ang).

Bautista was a long-time, right-hand man of Tan who enriched himself during the term of Marcos father who gave him a monopoly of the tobacco business for decades.

The other Marcos appointees in DoTr are Ma. O Ranada Aplasca as Administrator of the Office for Transportation Security (OTS) and Hernani Nieves Fabia as Administrator of the Maritime Industry Authority (MARINA). Marcos retained Carmelo Arcilla in his post as Civil Aeronautics Board (CAB) Executive Director.
