While other countries are mandating prepaid SIM (subscriber identify module) registration, the National Telecommunications Commission (NTC) wants to keep it optional.
NTC has proposed the “voluntary and optional” registration of new and existing prepaid SIM cards to protect consumers from smishing and other fraudulent activities.
Smishing occurs through mobile text messaging in which scammers deceive victims into giving their personal data. Scammers then use this data to take over a victim’s financial accounts.
NTC made the proposal after the Senate approved on third and final reading a bill mandating SIM card registration in the Philippines.
In many countries, consumers can buy prepaid SIM cards from retail outlets without having to present any form of identification.
On the other hand, some countries repealed the mandatory registration SIM policy after an assessment showed that it had not helped with the prevention and prosecution of crimes.
The National Privacy Commission (NPC), while it supports the measure that requires registration of SIM cards, said telcos should make sure that the personal data of their mobile subscribers wouldn’t be compromised.
