Warrants of arrest have been issued against bilyonaryo Edgar Saavedra, his fellow Megawide directors (Manuel Louie B. Ferrer and Oliver Y. Tan), and 12 other officers and directors of GMR-Megawide Cebu Airport Corporation (GMCAC) for violating the Anti-Dummy Law.
The Regional Trial Court based in Lapu-Lapu City, Cebu issued the warrants 25 November 2021. Presiding Judge Ferdinand A. Collantes has set bail for Saavedra and his alleged cohorts at P90,000 each.
In his order, Collantes required the arresting officers to use at least one body camera and one alternative recording device to capture and record incidents leading to the serving of the warrants.
Saavedra and his co-accused were still “at large” as of 7:00 p.m. based on the Philippine National Police’s e-warrant website.

Notably absent from the warrant order is GMCAC general manager and CEO Steve Dicdican who has been suspended by the Ombudsman.
GMCAC is a joint venture between Megawide Construction and GMR Group of India which won a 25-year concession to operate and maintain MCIA seven years ago.
GMCAC officials were indicted by the Department of Justice last month for allowing eight foreign nationals from GMR to operate the Mactan airport. DOJ claimed GMCAC is a “public utility” that is not allowed under the Constitution to hire foreigners as managers. Three weeks later, the Ombudsman also found probable cause to file charges against Saavedra and his alleged cohorts for the same transgression.
