The House of Representatives has approved on third and final reading the bill granting a franchise to businessman Charlie “Atong” Ang’s gaming company, Lucky 8 Star Quest Inc.

House Bill 10199 gives Lucky 8 the right to operate offsite betting contests for cockfighting, which includes online sabong. It will be placed under the supervision of the Philippine Amusement and Gaming Corporation (PAGCOR), subject to settling a P120 million monthly regulatory fee or P12,500 per broadcasted match, whichever is higher.
“The Grantee or its duly authorized agent may offer, take or arrange bets for cockfighting, derbies, and other similar events conducted in or outside the Philippines, in person or by any electronic, on-line, or other means of processing transactions anywhere in the Philippines, whether within or outside the place, enclosure of the cockpit where the cockfight events are held, in on-cockpit or off-cockpit betting stations,” the bill read.

Lucky 8 is also authorized to build a “studio cockpit” for international derbies for livestreaming. Betting tickets may be sold, subject to a 5% tax on gross gaming receipts.
The bill has been forwarded to the Senate for its action.
